The College of Information Science and Engineering was established in 1980. It commenced undergraduate education in 1994, began enrolling master's students in 2004, initiated doctoral candidate cultivation in 2013, obtained the qualification for recommending excellent undergraduates for master's programs without examination in 2017, and was approved as a first-level doctoral degree conferring unit in 2021. The college now possesses a complete three-tier talent cultivation system encompassing bachelor's, master's, and doctoral programs.

The college currently employs 162 faculty and staff members, including 32 professors and 53 associate professors. Among the full-time faculty, 115 hold doctoral degrees. There are 21 doctoral supervisors and 58 master's supervisors. The teaching faculty includes recipients of prestigious accolades such as 1 Changjiang Scholar, 1 Zhongyuan Scholar, 2 experts receiving the State Council Special Allowance, over 20 individuals recognized as Henan Province Outstanding Scientific and Technological Innovation Talents or Academic and Technical Leaders of Henan Province, 9 recipients of Henan Province Teaching Excellence Awards or Teaching Model titles, 4 Henan Province Innovative Science and Technology Teams, and 3 Henan Province Excellent Grassroots Teaching Organizations. The college has gathered a high-level teaching team characterized by advanced academic ideas, rich teaching experience, and dynamic scientific innovation.

The college houses two Henan Provincial Key Disciplines: Computer Science and Technology, and Information and Communication Engineering. It holds a doctoral degree authorization in the discipline of Control Science and Engineering. Master's degree authorizations are held in three disciplines: Computer Science and Technology, Information and Communication Engineering, and Electronics and Information (Professional Master's). The college boasts distinctive educational features and serves as the earliest and most comprehensive national base for cultivating information technology talent and conducting scientific innovation within the grain and material reserves industry. It is capable of providing comprehensive informatization engineering technology solutions related to storage, transportation, supervision, and decision-making for the national grain and material reserves sector.

The college offers five undergraduate majors. Among these, Computer Science and Technology and Electronic Information Engineering are selected as National First-Class Undergraduate Majors. Internet of Things Engineering and Spatial Information and Digital Technology are recognized as Henan Provincial First-Class Majors. The Internet of Things Engineering major is a distinctive program operated in collaboration with Taiwan's Chung Yuan Christian University. Since 2014, all programs within the college have been developed in accordance with the standards of the Washington Accord. Three majors—Computer Science and Technology, Electronic Information Engineering, and Internet of Things Engineering—have passed International Engineering Education Professional Certification. The college began enrolling international undergraduate and postgraduate students in 2016. Currently, the total enrollment of full-time undergraduate, master's, and doctoral students (including international students) exceeds 4,000. Graduates from all cohorts have earned the college an excellent social reputation through their outstanding loyalty, dedication, innovation, and enterprising spirit.

The college is home to several key academic and research platforms, including the Ministry of Education Key Laboratory of Grain Information Processing and Control, the Henan Provincial Key Laboratory of Grain Photoelectric Detection and Control, the Henan Provincial International Joint Laboratory of Grain Information Processing, the Henan Provincial Engineering Technology Research Center for Grain Information and Detection Technology, the Henan Provincial Engineering Research Center for Grain Big Data Analysis and Application, the Henan Province University Key Laboratory Cultivation Base for Grain Information Processing, the Henan Provincial Grain Internet of Things Technology Engineering Laboratory, and the Zhengzhou City Key Laboratory of Grain Information and Control.

The college actively contributes to technological advancement within relevant national industries and to local economic development, making significant contributions to safeguarding national grain security and promoting the transformation and upgrading of Henan's information industry. In the past three years, the college has undertaken 19 national-level projects, including those from the National Natural Science Foundation of China, and 67 various provincial/ministerial-level projects, with total research funding reaching 27.56 million RMB. Faculty have published 338 papers in journals such as IEEE Transactions, with over 130 indexed by SCI or EI. They have received more than 20 various achievement awards and obtained authorization for over 100 invention patents.

The College Party Committee consistently upholds the socialist orientation in running the college, respects knowledge, talent, and educational principles, extensively builds consensus, mobilizes all positive factors, and fully implements the university's "12357 New Era Summit Project" and the "Eight Strategies" for connotative development. It drives the college's high-quality development through high-quality party building. Two of the college's faculty Party branches have been recognized as "Model Party Branches" in Henan Province's higher education institutions. The College Party Committee has been selected as an "Advanced Grassroots Party Organization" and a "Benchmarking Unit for Party Construction" in Henan Province.

In the new era and embarking on a new journey, the college will continue to take the lead in China's "Smart Grain" initiative as its mission. Adhering to its roots in the Central Plains, deep integration with the industry, and service to the nation, the college will deepen connotative construction, persistently advance characteristic development, and strive to build itself into an open highland, a talent highland, and an innovation highland within the national grain and material reserves industry and in the fields of informatization, digitalization, and intelligentization in Henan Province.
